The program offers two main funding streams:

1. Programs & Events Stream

  • Covers up to 50% of eligible expenses.
  • Maximum funding: $20,000 for programs or $10,000 for events.
  • Funding for programs is disbursed in two parts: 75% upon approval and 25% after completion. Event funding is issued as a one-time payment.

2. Multi-Year Operating Stream

  • Provides up to 20% of eligible expenses, with a maximum grant of $100,000.
  • Available over a three-year funding cycle, subject to the availability of funds.
  • Designed to support organizations with an established record of successful entrepreneurship or incubation programming.

Eligibility Criteria

The grant is open to a range of non-profit organizations operating in Toronto that provide business incubation, entrepreneurship, or accelerator support services. Eligible applicants include:

  • Pre-Incubators: Focused on idea development through mentoring, networking, and research support.
  • Incubators: Helping entrepreneurs move from idea to operation through shared workspaces, equipment, and prototyping.
  • Accelerators: Supporting market-ready businesses focused on growth, financing, and commercialization.
  • Post-Secondary Educational Institutions: Eligible for the Programs & Events Stream only, limited to four grants per institution for entrepreneurship-related programming.
  • Industry Associations: Representing sectors focused on entrepreneurship and business development within Toronto.

Additional eligibility requirements include:

  • Applicants must be incorporated non-profit or charitable organizations.
  • Programming must be Toronto-centric, serving entrepreneurs and startups based in Toronto.
  • Applicants must provide proof of incorporation or charitable registration.

Stream-Specific Requirements

Multi-Year Operating Stream

  • Must have been incorporated for at least three years.
  • Must have paid staff and a proven track record in entrepreneurship programming.
  • Must provide audited financial statements showing annual revenues between CAD 100,000 and CAD 1 million.

Programs & Events Stream

  • Must have been incorporated for at least two years.
  • Should have a history of successful programming in entrepreneurship, incubation, acceleration, or social enterprise.
  • Applicants must provide a detailed project budget outlining proposed activities and expenditures.

Funding Details

The Toronto Business Incubation & Commercialization Grant Program 2026 ensures that selected organizations can access financial support to improve programming and operations.

  • For the Programs & Events Stream, funding supports the design and execution of targeted initiatives that build entrepreneurship capacity.
  • For the Multi-Year Operating Stream, funding supports long-term organizational sustainability and the expansion of successful initiatives.

Past recipients are eligible to reapply; however, previous funding does not guarantee future approval. Multi-year funding is contingent upon continued availability of funds and the applicant’s performance record.
