The deadline for submissions to the Phoenix Open Call 2025 is November 30, 2025. Interested applicants are encouraged to begin early to ensure their proposals meet all required criteria and submission standards.

Selected participants stand the chance to win up to USD $10,000 for the top-ranked submissions.

In addition to financial rewards, finalists will be invited to attend a workshop hosted by INSPIRE during the upcoming Global HIV Conference in Lagos, Nigeria. Eligibility Criteria

The Phoenix Open Call 2025 welcomes a diverse range of applicants, including:

  • Individuals or teams (up to four members)
  • Community-based organizations and NGOs
  • Universities and research institutions
  • Health institutions and policymakers

Both implemented ideas and concept-stage innovations are eligible for submission.

Submissions are accepted in any of the United Nations official languages:
English, Spanish, French, Chinese, Russian, or Arabic.


Judging Criteria

All submissions will be evaluated based on the following criteria:

  1. Relevance – Alignment with the goal of sustaining HIV services in resource-limited settings.
  2. Clarity – The proposal should be well-structured, concise, and easy to understand.
  3. Innovation and Practicality – The solution should demonstrate originality and practical feasibility.

Applicants should ensure that their proposals:

  • Provide evidence or rationale for how the idea sustains HIV services in low-resource contexts.
  • Demonstrate potential for scalability and community ownership.
  • Include relevant team details (up to four members).
