About the ROGEAP ASPIRE Program 2026
The ROGEAP ASPIRE Program 2026 is part of the Regional Off-Grid Electricity Access Project (ROGEAP), an initiative funded by the World Bank, the Clean Technology Fund (CTF), and the Directorate-General for International Cooperation (DGIS) of the Netherlands.
The programme aims to develop a strong and sustainable regional ecosystem for off-grid solar systems—covering manufacturing, assembly, installation, and maintenance—across the ECOWAS region and several sub-Saharan African countries.
Through ASPIRE, participants receive technical training and regional certification as qualified solar system installers, opening doors to opportunities within the fast-growing renewable energy industry.
What the Program Offers

Eligibility Criteria
To be eligible for the ROGEAP ASPIRE Program 2026, applicants must:
- Be a national of one of the following countries: Cameroon, Cape Verde, or Côte d’Ivoire (with more ECOWAS countries possibly being added).
- Be physically and mentally fit to work at heights and under pressure in hot environments.
- Possess a valid form of identification such as a passport, driver’s licence, or national ID card.
- Hold a professional diploma in Renewable Energy, Electrical Engineering, or another relevant technical field, or be a student enrolled in a recognised technical or vocational school.
