    The Eureka Network Projects: Disaster Resilience Response and Recovery 2025 call is now open, inviting collaborative international R&D projects focused on enhancing disaster resilience, response, and recovery. This unique funding opportunity supports innovative solutions to strengthen preparedness, improve rapid response, and accelerate recovery from both natural and human-caused disasters.

    Organisations are encouraged to prepare early, as successful projects will begin in 2026 with strong commercialisation potential.

    • Türkiye

    Scope and Objectives

    Projects under this call must focus on disaster resilience, response, and recovery, addressing at least one type of disaster—either natural (e.g. floods, wildfires, earthquakes) or human-caused (e.g. industrial accidents, urban fires).

    Key thematic areas include:

    • Innovative and resilient construction
    • Digital technologies, such as AI-driven early-warning systems
    • Search and rescue innovations, including smart drones and robotics
    • Resilient communications systems
    • Health-focused technologies, such as mobile medical devices for crisis response
    • Post-disaster waste management, including circular economy solutions for construction and demolition waste

    Projects must have clear disaster-related applications with the aim of saving lives, reducing economic losses, and strengthening long-term resilience.


    Funding and Project Size

    • Typical project budgets: €500,000 – €5 million (flexibility possible).
    • Minimum Technology Readiness Level (TRL) 4 at project start.
    • Maximum project duration: 36 months.
    • Implementation or market launch must occur within 24 months after project completion.

    This ensures that results are quickly applied to real-world disaster scenarios.


    Eligibility Criteria

    To qualify, projects must:

    • Involve at least two independent legal entities from two different participating Eureka countries.
    • Develop an innovative product, process, or service with clear civilian purposes.
    • Ensure no single organisation or country covers more than 70% of the project budget.
    • Include at least one company in the consortium.
    • Guarantee that all partners have clear roles, benefits, and responsibilities.

    National-Level Requirements

    Although this is a joint call, each participating country manages its own funding scheme. This means:

    • Different financial instruments may be used (grants, loans, subsidies).
    • Additional documentation or application steps may apply at the national level.
    • Applicants must confirm compliance with their national regulations.
