    The Salzburg Global Public Policy New Voices Europe (PPNVE) Program – Cohort 5 is a prestigious, year-long leadership and policy fellowship designed to amplify emerging voices in European public policy. The programme brings together a diverse cohort of students, recent graduates, and early-career professionals who are committed to shaping inclusive, democratic, and forward-looking policy solutions across Europe.

    This fellowship combines virtual engagement, mentoring, and collaborative learning to strengthen participants’ leadership capacity and deepen their understanding of complex public policy challenges, particularly at the intersection of governance, technology, and society.


    Programme Overview

    The Salzburg Global Public Policy New Voices Europe (PPNVE) Program – Cohort 5 focuses on equipping emerging leaders with the skills, networks, and confidence needed to contribute meaningfully to public policy processes. Fellows will engage in structured learning activities, expert-led discussions, and peer collaboration throughout the programme year.

    Participants become part of a growing regional network of policy-minded professionals working across sectors to address shared challenges and opportunities within Europe.


    Programme Objectives

    The programme is designed to:

    • Strengthen transformative leadership skills among emerging public policy leaders.
    • Support participants to better understand and respond to complex governance and policy challenges in Europe.
    • Encourage critical engagement with issues surrounding responsible technology, democracy, and public institutions.
    • Build a cross-sectoral and cross-regional network of new voices contributing to public policy dialogue and action.

    Throughout the fellowship, participants will explore a range of timely and critical public policy themes, including:

    Data Governance

    • Privacy and data protection
    • Ethical and responsible use of artificial intelligence
    • Digital rights and regulatory frameworks

    Digital Infrastructure

    • Secure and inclusive digital infrastructure
    • Public service delivery and connectivity
    • Governance of digital systems

    Technological Innovation

    • Public–private collaboration and partnerships
    • Policy frameworks supporting innovation
    • Responsible research and innovation ecosystems

    Eligibility Criteria

    Applicants must meet the following requirements:

    • Live, study, or work full-time in an eligible European country, including Western, Northern, Southern, and Eastern Europe (such as the UK, France, Germany, Italy, Spain, and other European states).
    • Be a student, recent graduate, or early-career professional with an interest or background in public policy, public service, governance, or related fields.
    • Demonstrate a strong commitment to building inclusive, democratic, and equitable societies.
    • Be comfortable working and communicating in English, which is the official language of the programme.

    Programme Duration and Format

    The fellowship runs for one year and includes:

    • Virtual learning sessions and discussions
    • Mentorship and peer-to-peer exchange
    • Collaborative policy-focused activities
    • Opportunities to engage with experts and practitioners across Europe
