    International Policy Ideas Challenge 2026

    The International Policy Ideas Challenge 2026 (IPIC) is a prestigious global policy competition designed to bridge the gap between academic research and real-world policymaking. Organised by Global Affairs Canada (GAC) in collaboration with the Social Sciences and Humanities Research Council (SSHRC), the challenge invites emerging researchers to develop innovative, evidence-based policy ideas that address pressing international issues relevant to Canada’s foreign policy priorities.

    The International Policy Ideas Challenge 2026 provides a unique platform for young scholars and researchers to translate research into practical, actionable policy solutions while engaging directly with policymakers.


    Overview of the International Policy Ideas Challenge 2026

    The International Policy Ideas Challenge 2026 is an annual initiative aimed at supporting early-career researchers in shaping public policy discussions. Participants are encouraged to propose original policy ideas that contribute to Canada’s international engagement in areas such as diplomacy, security, trade, development, and international assistance.

    Selected participants receive structured mentorship, policy training, and financial support to refine their ideas into professional policy briefs that may inform government decision-making.


    Purpose and Objectives

    The primary objectives of the International Policy Ideas Challenge 2026 are to:

    • Strengthen the link between academic research and public policy
    • Encourage innovative thinking on global challenges affecting Canada
    • Build participants’ capacity in policy analysis, writing, and engagement
    • Support evidence-based policymaking through high-quality research outputs

    This challenge is particularly valuable for researchers seeking careers in government, international organisations, think tanks, or civil society.


    Eligibility Criteria

    Applicants must meet the following requirements:

    • Be Canadian citizens or permanent residents
    • Be one of the following:
      • Master’s or PhD students
      • Postdoctoral fellows
      • Early-career researchers within six years of completing a graduate degree
    • Be affiliated with:
      • A recognised university, or
      • A Canadian non-profit organisation such as an NGO or think tank
    • Apply individually or as a team of up to three members, provided all members meet eligibility criteria

    Not Eligible

    • Employees or casual workers of the Government of Canada
    • Individuals currently employed by Global Affairs Canada

    What Applicants Must Submit

    Applicants are required to submit a short written policy proposal (typically no more than 750 words) that includes:

    • A clearly defined international policy problem
    • Relevance to Canada’s international priorities
    • Original, evidence-based policy recommendations
    • Practical and feasible solutions

    • Policy proposal (PDF format)
    • Curriculum Vitae (CV)
    • Proof of enrolment or degree completion
    • Confidential reference letter
    • Short professional biography

    Key Dates and Timeline

    • Application Deadline: 2 March 2026
    • Assessment Period: March – April 2026
    • Selection Results Announced: May 2026
    • Policy Coaching and Mentorship: June – September 2026
    • Final Policy Brief Presentation: December 2026 (to Government of Canada officials)

    Applicants are advised to prepare submissions early to meet all requirements.


    Benefits for Selected Participants

    Successful applicants to the International Policy Ideas Challenge 2026 will receive:

    • A CAD 5,000 financial award per selected proposal (for the lead researcher)
    • One-on-one and group policy coaching sessions
    • Training in policy brief development and strategic communication
    • Opportunities to engage directly with senior government officials
    • National recognition for high-impact policy research

    Typically, 5–10 proposals are selected each year.
