About the Helsinki Security Forum 2025
The Helsinki Security Forum 2025 (HSF 2025) will take place from 19 to 21 September 2025 in Helsinki, Finland. Organised by the Finnish Institute of International Affairs (FIIA), this high-level event gathers international security experts and political leaders to address Europe’s strategic role in global security.
The Youth Delegate Programme is designed to give a platform to talented young professionals who can bring fresh perspectives to these critical conversations.

Eligibility Criteria
To be considered for the Youth Delegates for Helsinki Security Forum 2025, applicants must:
- Be under 30 years old at the time of application.
- Have an academic or professional background in security, defence, international relations, or a related field.
- Be able to attend the Helsinki Security Forum in Finland on 19–21 September 2025.
Note: The programme is open to all nationalities. However, applicants are responsible for obtaining their own visas. Due to the short timeline, HSF cannot provide visa support.
Application Requirements
Applicants must submit:
- A completed application form.
- A 700–1000 word essay addressing a key security or defence topic, in line with the HSF 2025 theme: “The Hour of Europe.”
Strong, well-researched essays that reflect critical thinking and innovative perspectives will stand out in the selection process.
